Literally every legitimate corpo has restrictions about vtubers' interactions with fans irl/in cons, any vtuber who cares about their privacy, even indies, avoid being recognized in public if you didn't know. If anything, the regulations are objectively worse in Holo, they have way more restrictions even for how they're allowed to speak on stream lol.
