720 is 2times of 360, so the fabric should also be twice of how much you take for 360. Two 360 makes one 720 skirt. I hope it serves the purpose.

I have used waist measurement so waistband & zipper. If you want to use elastic, you can use hip measurement.

Obviously bust circumference will be more than the upper bust circumference as per our body contour. You can try this pattern.

When you have diagonal fold you could take 1/4 of waist plus ease(if you wish) plus seam allowance.

Can we make double circle skirt with 44 inch width fabrics.... We need 42 inch length skirt
You can. Double circle skirt is two full circle skirt after all. You have to make joints for adult size with 44”fabric. As explained in the video, make two 360 skirt and join them to get double circle flare.

Yes joints at the bottom due to adult size and joints at centres for double flare. However, joints will not be too visible.
