you can't just spam boost when dryboosting as FS. As FS loses speed more slowly, you can better time your boost for optimal use. The dry boost is really werid. The first frame you boost it tries to increase your speed by about 80kph 3 times. But each 80kph boost only applies when your speed is lower than 562kph. If you are at 400kph the first two boosts will get you just above 562kph, meaning you won't get a third boost. If you boost at 399kph you will only get to 561kph after 2 boosts, meaning you get a third boost up to roughly 640kph. This means you should wait to get below 400kph before you boost. You could also boost at 477kph, it will only give you 2 boosts but at this speed it is enough to also get up to 640kph. Problem is that your previous boost mostly runs out at around 410-420kph, so you have to wait for the 399kph boost. But boost pad helps you bridge the time between boosts. After using a boost pad you can use your boost at 477kph.

If Deluxe was ever officially released on Gamecube, anyone who played the port would never go back to the Xbox or PS2 version. Especially the PS2 version which was borderline unplayable.
