This is a typical case of an imbalance of power hierarchy. Back in the day, SAS could not do the same to Skip even if he would have wanted to. When it comes Max, SAS knows that he could use his power to boot him if he wants to. It is like you don't like your colleague, but you can't do anything about it. But if you don't like your subordinates, you will take action in your power.
