more than likely it is done deliberately to make it unusable, mainly so the RR doesn't have to pay Taxes, and cheaper to leave the rail in place. Can't find the video now, but someone made a video explaining why tracks are cut by RR.

Once again, WWOT, your Heritage chases are "crowd pleasers"...@4:39, that was an amazing meet between the gritty, all-black Penn Central tribute unit and an honest-to-goodness rusty block-lettered Southern Pacific autorack. That Pennsy unit "motoring" @7:45 was nothing short of awesome...then came Virginian power in a flyin' blizzard @16:50!! "Whoa 😲!!" Even as a trailer, Wabash heritage was"kickin' ass" with the NS power @19:45. Really enjoyed returning to Berry Rd crossing to see a DPU pair with Geep 6151 @22:13...four original Railboxes in a row @22:36 not too shabby, either!! Oh, the magic of Selkirk's M367...🤗👏👍👍
