If Yu trade feebas w a heart scale it evolves too I think

You can just feed the feebas with kelpsey berries but you have to feed him a bit more but it works before doing the elite four. Mine was a quiete nature as well so that mightve contribute. Plus kelpsey berries grow very fast compared to oran berries and they're usually level 23 for pokeblocks
