I missed the census in 2011 because i was working away from home for three months. The local council threatened to fine me £1000 for failure to fill in rhe census form. I had contacted them to forward the census form to my away from home address but the council wouldn't comply. It seems they were happy to threaten me repeatly, claimed that enforcers had gone to my home address on multiple occasions and had heard my television playing in the background, (i was away), i had proof i was working away, and didn't arrive home until a fortnight after the deadline for form completion. The council hounded me for non payment of a fine, and i explained that i wasn't liable, qnd their fine couldn't follow me to a new address as laid down by English Common Law. I never paid the fine.
