Yes. You are right but, that is applicable with some products. You can actually use some products on the scalp & this product is completely safe to use on the scalp & it is mentioned in the pack too. But yes, you can apply in the scalp doesn't mean that you need to rub it on your scalp. While applying on the hair length, if it gets applied on the scalp, you don't need to worry & it is completely safe to use.
