Why do you need a storage compartment built into the frame if you put such huge bags on your bikes anyway? Bet your jerseys have back pockets, use them!
Mostly for racing when it is uncomfortable to have stuff in jersey and can't carry backpacks which shake and disrupts aerodynamics. And putting emergency stuff like tire repair plugs and a wrench will help quick repairs, even when you leave bags at home.
