Hey, I'm not sure if this is helpful but I made a video a few years back about how I capture game footage for lots of different consoles (PS4 / PS3 / PS2 / Dreamcast / N64 / Gamecube / etc, etc) using the AverMedia LGP2 Plus capture card. It's probably an old card at this stage and can't capture in 4K (obviously not an issue for C64!!) but what I liked about it was you could capture footage straight onto a Micro SD card without having to mess with lots of software. You can also use it for live streaming but I haven't ever tried that. I have never used it to capture for C64 but I'd say you'd just need to use an AV to HDMI converter. AV to HDMI usually doesn't look great (but is usable most of the time) but you could also use something like a RetroTINK to help boost the image quality. I've never used a RetroTINK as they're quite expensive but I've seen videos about it by Metal Jesus and it looks pretty nifty for making old consoles look nice on HD TVs. Anyway, here's a link to my video. I made it mainly to showcase what different consoles looked like when captured with the AverMedia LGP2 Plus and also explained a little bit about what I used to convert the various consoles to HDMI. The I-O Data GV-USB2 was good for me but I can't seem to source one atm that'd be for Composite. If you want to just nab HDMI signals you got the whole Elgato range you can buy.
