It was the payout to the stock owners. they were not saving enough to do the replacement and repairs that you know will come up every 5 to 10 years, but worse not saving enough to replace sewer lines, lift/pumping stations, water treatment plants and wastewater treatment plants. You know the life span of a pump and motor, but also the water and wastewater plants and can save for that over the decades or even century and that is a lot cheaper than getting loans or issuing bonds for 20, 30 or 40 years. It comes down to at my treatment plant, will I need to replace it or parts of it fully in 30 years, yes. So how much will that cost me, well I can start now with 9.5 million dollars and add three percent for the next 30 years. That is 23 or 24 million dollars. Then I have to look at 7 lift stations, for another 3 to 4 million in two in 40, three in 30 and one in 25years. Then 22 miles of collection system at now 150 a foot and 13 of it is good for another 60 years, and 9 is good for maybe 75 years. Do we wait until the projects have to happen and the public's health is endangered, or do we start saving 11 years ago when I became chairman. We have made upgrades to the system that did not result in rate increases, only covid with cost of supplies, chemicals and labor and that happened this year after 6 years with no increase. Now the previous board did a sewer plant upgrade sewer system extension with only using grants and issuing bonds. So now we spend about 35% of our budget for those projects. But this year we are doing a project for almost 1 million where we saved money for it, but also got a grant for half. No rate increases for it, due to knowing we are bringing in this much money a year over what it costs to operate.
