HNS Convention: A Comprehensive Guide to Protecting the Environment and Maritime Industry PART 2
HNS Convеntion Explainеd: Protеcting thе Environmеnt and Maritimе Industry
The HNS Convention, short for the International Convention on Liability and Compensation for Damage in Connection with the Carriage of Hazardous and Noxious Substances by Sea, is an important international agreement that addresses the potential risks and damages associated with the transportation of hazardous and noxious substances (HNS) by sea. In this video, we will provide a complete description of the HNS Convention, its objectives, key provisions, and the impact it has on protecting the environment and the maritime industry.
What is the HNS Convention?
The HNS Convention is a treaty adopted by the International Maritime Organization (IMO) in 1996. It aims to establish a comprehensive legal framework for compensating victims in the event of incidents involving the release of HNS during maritime transport.
Objectives of the HNS Convention
The primary objectives of the HNS Convention are to ensure prompt and adequate compensation for damages caused by HNS incidents, promote safety in the transport of such substances, and provide a consistent liability regime for shipowners, operators, and cargo owners.
Scope and Definition of HNS
The HNS Convention defines hazardous and noxious substances as substances that pose a substantial risk to human health, property, or the environment when transported by sea. It includes various categories such as chemicals, liquefied gases, and other harmful substances.
Liability and Compensation Regime
The HNS Convention establishes a liability and compensation regime for incidents involving HNS. Shipowners are held strictly liable for damages caused by HNS spills or leaks, and a compensation fund is established to ensure prompt and adequate compensation for victims.
Limits of Liability and Supplementary Fund
The HNS Convention sets limits on the liability of shipowners, taking into account the type and size of the vessel involved. Additionally, it establishes a Supplementary Fund that provides additional compensation to victims when the liability limits are insufficient.
Reporting and Assistance Obligations
Under the HNS Convention, parties are required to report HNS incidents, provide assistance to affected parties, and take necessary measures to mitigate and prevent further damage. This promotes transparency, cooperation, and swift response in the event of an incident.
Impacts on the Environment and Maritime Industry
The HNS Convention plays a crucial role in protecting the marine environment and ensuring the sustainable development of the maritime industry. By establishing a liability and compensation regime, it encourages shipowners and operators to adopt best practices in the transport of HNS, reducing the risk of incidents and their environmental impact.
Conclusion:
The HNS Convention is a vital international agreement that addresses the liability and compensation aspects of incidents involving hazardous and noxious substances during maritime transport. By providing a legal framework for compensation, it protects the environment, ensures the safety of seafarers, and promotes responsible practices in the maritime industry. Understanding the HNS Convention is essential for all stakeholders involved in the transport of hazardous and noxious substances by sea.

AWESOME!

No context here. Colregs apply in all situations and usually the sail boat is the stand on vessel. Unless the powered vessel is constrained by draft, restricted in her ability to manoeuvre, not under command or within a marked deep water channel, she should alter course early to stay clear. Nonetheless both skippers have a duty to avoid a close quarter situation and from the video it seems they both failed.
Very Nice, Thanks
Very informative dear ❤❤
Please don't mention feet.... unnecessary as per the COLREGS

How can the rotor maintain its orientation in space when oriented to the pole. The axis of a Gyrocompass is in a parallel to the latitude.and since the earth is turning 15.04 Deg/hr the gyro axis will tilt 15.04 Deg/hr. The Gyrocompass gyro is a tied gyro, its axis kept horizontal and hence will align parallel to the meridian. It‘s used in slow moving ships.
Thanx
When you say spin axis, did you mean rotor spin axis or the wheel axle?

Regarding Voyage Data Recorder, does automatically detach itself from the ship when it gets to a certain depth. As tough as the VDR is, doubt it has a crush depth past a 1000 feet. PS - BTW, does a VDR have a UPS that keeps it functioning should the MV loose power like the MV Dali? Will it continue to get data from the engineering space after the ship drops the plant? In other words is any data recorded during the 45-60 seconds it takes for the emergency generator to come up to speed and take over the critical load?

What could cause VDR sensors to lose comms?

Interestingly, if only Ecliptic coordinates are used instead of Equatorial, the Sun would be of no use in navigation, since, the Sun's ecliptic latitude is always 0°
Can one have a inertial platform with its axis parallel to the earth’s spin axis? And not have this drift?
