In IB-EL 2023-01 there is only mention about single dwellings, does the same augmented load method apply in office building scenario ? ( each office unit is fed by separate meter / service, one of the units wants to add a charger at the rear of the unit )

This is a joke I reported my landlord for electrical plumbing and removal of walls in the suit below me he even went as far as Jack hammering the concrete to rip out plumbing with not 1 permit now my breakers keep tripping and my drains keep backing up but was told by my landlord they phoned him told him who called and he said they would not be checking it out and not 1 person has come to my knowledge or my cameras so why report why pull permits and yes I sent photos of all the electrical walls and plumbing that was removed
Apparently in my home town some teenager was doing this and fell when the mall security grabbed him to take him off. Although the teen was being unsafe, it was determined that the security guard was at fault for the actual fall, since they physically grabbed the teen to pull them off the escalator.
