I think it makes sense for Vegeta to recommend fusion, because this is a fight that is personal and wants to be dealt with fast. Also he was fighting Rigor a bit longer so he has more knowledge in what NEEDS to be done.

Very unlikely and probably won't happen but Goku should use The Super Dragon Balls to revive Bardock and then Bardock can fight alongside Goku, Vegeta, Broly, Piccolo and Gohan in The Final Battle against Black Frieza and although he'd be weak since he has no powerups or transformations but it'd still be epic to see him clash with Frieza and if that happens, writers should give him some powerup or transformation but it's highly impractical and unlikely.
