This is called sampling, you have to pay to have the rights to use other people’s work. Normally this will consist of a monetary payment, either a one time lump sum or a percentage of revenue the song earns. It’s also a good way for artists to reach an audience they would never usually have

Not in this case, ‘cats get tiger suits’ does sample ‘cigarettes sur cigarettes’ however Travis sampled directly from career cats get tiger suits. Can tell by the tempo and overall sound etc. So I imagine Travis would pay Anagram Jam for sampling rights,and they would have to pay a percentage to Michel Corringe for profits made from using their sample

Yes it was, good spot, was also sampled in ‘She Swallowed It’ by N.W.A. Dre really loved that using that song

The art of sampling, digging through old records is probably as time consuming as making something from scratch

It’s a rap album, what do you expect? Literally most of the best rap albums have samples in them! Hip-Hop culture comes from sampling!

“Cause I love you” is very clearly sampled in this track, both used at different parts of the song

Which song are you referring to, this would typically be called an interpolation if it is obviously a reference or taken from a song. Unless I have made an editing mistake I do put interpolation instead of sample
