Yo u should add a raliart turbo kit basically adding the raliart turbo turbo manifold intercooler inter cooling piping bigger fueling system n other stuff but if ur lancer is the 4b11 its basically bolt on and pretty easy u can make about 300 wit just adding that

I believe 30 hp actually means 3 hp. Its impossible to tune anything over 3 hp except from factory build and tune such as toyota and lexus tune using same engine.
