Pre 1000BC was Bronze Age. Weapons were extremely expensive and only rich elite could afford more metal then spearhead and / or short sword. Elite had war chartiots shooting arrows and javelins and sometimes dismounted for one-on-one with their peers. Ordinary infantry had metal spears, leather or wicker shield and leather helmets. Some used arrows or slings. What you describe as "special force" would have short bronze sword or hatchet, sling or bow and small shield and would be expert in orientation, data gathering and living of the land. Name of the game is to collect information unseen and inform leader, enabling anbushes and surprise attacks. Democratization of war technology started with iron, reaching perfection in early Roman Principate.

It wasn't one cohesive entity however, like the later greeks it consisted of many different city states vying for control. Akkad (as in the empire, not the city) was an empire that came to control several city states in Northern Mesopotamia from about 2300-2100 BC.
