A very tricky balance to strike between tourist freedom and guard discipline. The main problem arises from the obvious fact that the general tourist is not used to or familiar with strict army discipline of any kind and how could they be? One moment they are allowed to get close to guards on duty and the next they are being shouted at by police officers and off-duty army personel.

I remember as a child watching this with respect and silence, today it’s derision and laughter. That’s a shame.

I still maintain it is the King's Guards' responsibility to ensure the safety of the public who are in a public space on a public road. Yes, people are stupid but they still need protecting.
