Dr. Doom is the quintessential super villain. The reason why he is held in such regard is because of his limited appearances. He isn’t constantly thrown in the face of readers or diluted by over saturation (like a guy named Logan). When Doom appears, and is handled by a competent writer, it’s significant and the chances of it being world breaking are high. You will get at least ONE memorable moment or a based quote. Joker…kills people and laughs. Wonderful.🙄. But he is better than the lady that works at the DMV.

Waller is, or was, certainly a compelling minor, reoccurring antagonist, but she's not a major villain. Certainly not deserving of the spotlight in a superhero story. And when you put the spotlight on her it just exposes the fact that she's just an obese goverment stooge with the same motivation as a dozen other supervillains.

Saying Doom is a bigger villain than the Joker is just silly, if you ask normal people in the street they’ll have absolutely no idea who Doom is, but every single one of these people will know the Joker. The Joker is the biggest & best villain in comics, by far, he’s not the best villain in all of media, that’s Bondrewd from Made in Abyss, that guy is just terrifying, close behind him is Griffith from Berserk.
