So it looks like they use old tins and reuse them or they make the tins again and make it look like it's from 2019 and repack them because it's got packs from 2022 not 2019.
FYI that Elsa from your second pack is a legendary and worth more than the ones you sleeved

Not if you buy the pokeballs that have xy evolutions packs in them. They cost around 13 to 14 dollars. If you can find them
