Yes, the shepherd does represent YHWH in the parable, and all of the sheep represent his people/flock. That being said you missed the whole point Yahusha was trying to drive home by telling this parable. The parable wasn't so much about the lost sheep, it wasn't about the shepherd, it wasn't about the lost coin - it wasn't about the Woman, It wasn't about the lost son - it wasn't about the Father. The three parables were about the pharisees and scribes that were condemning the sinners for being sinners, when they them selves were sinners. The the uninitiated you can read and exegete this passage of scripture out of context, throw some jokes in there, appeal to there sinful nature and make it sound like Jesus is okay with people just sinning, or make it all about them sinning (6 more feet)! Jesus is not, which is why he always say go and sin no more, or starts/ends His sermons/parables with repent (meaning a change of mind, to change the way you think), Because as a man thinks so is he. Jesus in this chapter is rebuking the religious teachers (not Church folk, the Church had not been established yet) for not rejoicing when sinners come to repentance. This is also a parallel of how gods are to pastor if they receive the gift of pastorship (not office, but gift). Because Pastor means shepherd it means to take care of, this is why he told Simon Peter (the rock on which he built his Church) if you love me, feed (take care of) my sheep. Luke 15, this is how you do it. Pastors just as YHWH came for you, if one of your sheep start to stumble, or if they leave and you don't go after them and show them that you love them and care for them, you have failed in your gift. Or perhaps that is not the gift YHWH gave you, men cannot appoint pastors only YHWH can do that.

Luke 15 is not about Chuch folk. Luke 15 is about reconciliation and how pastors should pastor. The simple fact is most of you preaching from a pulpit aren’t pastors, even though that is what your congregation addresses you as.
