How can you not like dubhan? You didn't even read it fully. The damage increases on each consecutive hit. That's gonna hurt real bad
its the opposite of Anne and Ethel. They hit hard then subside over the the course of the hits. At least you get to target who gets the hardest hit....with Dubhan, you don't.

I would just budget and get the POV passes. They are great value and you can save for big pulls towards the end of the year. I would stick to Covenant and Costume Portals only. An use the HERO Academy to retrain your 5 star heroes and hope for some luck.
