Do you have to do a new pattern paper for each person's measurement?
Yes,you may have to do a new pattern. But if it's like an inch difference you can just add it as an allowance while cutting on the fabric. But if it's more than one inch, I strongly suggest you draft another pattern. Hope it's clear.

Your dancing seam can graduate to being a straight one. As a beginner you would definitely not get it right almost immediately but with consistent practice, it would become a piece of cake. Happy sewing 😊
