There is no evidence whatsoever to suppose that this boy is the reincarnation of anyone! Once they have been selected they are trained to become the teachers whom they later become.
my friend buddhism doesn't choose anyone enstead of great master it's like if you want to plant the apple then you have to plant apple not orange be coz orange can't give you apple taste, thank you

It's possible that you are correct and all the wonderful people of tibetan buddist belief are wrong and lying about evidence for believing in the tulku system. Yeah right.
