your idea is best but u have not taken strength of 12 mm bolt u clamp and bolt welded is of very much higher strength

I'd have put a nut on the thread before grinding the bolt then unscrew off to ensure I could start the thread afterwards

Yeah its cheaper to buy a proper bearing puller than a welding machine.

This will reduce the voltage on low speed making the drill very weak..

I am not sure what a spanner is, but in America, we have tools called tubing wrenches. They are incomplete box end wrenches like what you made but have a heavier wall so that they don't break.

A hammer, a bolt bin, and a loaf of bread will allow you to push out any blind hole bearing of practically any size without all the welding and fixture making for one size of bearing. I've been in industrial maintenance and service work for over 35 years, and I typically look for the easiest and best way to do a job - not the most complicated one.

Now put the pin back 🤦‍♂️
