WTF are they doing trying to pull him up? He could have a broken neck, back, etc. He obviously took a hard blow to the head, as evidenced by his arms involuntary raising after he hit the ground.

Anyone suspected of a fall should be left in the position they're in, unless choking (turn on side). It's quite possible this fall was fatal because of injuries sustained *after* the fall. RIP
