DWP are already talking about creating camps like these for UC claimants who refuse to work. google "READ MORE DWP 'Bootcamps' for universal credit 'desperate, and 'won't work" of course, desperate could be defined as 'not being able to afford rent' (homeless) or 'wont work' could be defined as 'disabled', unfit to work or even those unable to work, or can't work, because they cant afford childcare.
