Being student with EOI running SA. What are the chances for invitation?

I’m currently on a student visa, which limits me to 24 hours of work per week. I’m planning to submit an Expression of Interest (EOI) for a 190 visa in Western Australia. I’ve been working for my employer for over a year, and they are interested in offering me a full-time contract. However, they are concerned about how long they would have to wait until I obtain full-time work rights. My question is: if I receive a state nomination from WA, will I gain full work rights immediately upon applying for the 190 visa, or would I need to wait until the visa is granted, which could take 1 or 2 years? If full work rights are not granted until the visa approval, it might not make sense for companies to offer a contract if they have to wait that long. However, according to the information on the state nomination website, the full-time contract start date must be within 3 months of the state nomination application. From this, I understand that within this timeframe, I would submit the EOI, receive an invitation, and apply for the 190 visa, which would then allow me to start my full-time contract on time while waiting for the visa grant. Can you help me with this please?

Can you Please Clarify more on Educational Benefits for Children for Married People. As i got to know Education is not free under 491 visa subclass.. Different states has different wave off.. like for tasmania 50% waveoff on tution fee for children on 491 visa.. please provide complete info on this. As i have 2 child, one 5 yr age and second 8 yr.. will i get 100% benefits of education under 491 visa.. as i am about to lodge EOI.. please help should i go for 190 or 491 because i cannot afford education if its not free under 491 sub class..
