No, the Vietnamese are not. There have been hundreds of years of wars to prove otherwise. Are Viets similar to Chinese? Only slightly in culture. Otherwise, they are neighbors that have been fighting with each other for centuries.

Vietnamese culture itself is closer to East Asian cultures. The chinese feudalism that shows in Korea and Japan show in Vietnam as well, unlike its other south east asian counterparts. However, Vietnamese culture is solely unique. Everything to their food and even architecture is unique. A blend of french,chinese, and other traditional mixtures make Vietnamese culture one to stand out in East/Southeast Asia.
