You can pass on a double yellow in Vermont. Its not recommended because it implies a really dumb spot to pass. Plus, as another, commenter said, you'll take full responsibility in an accident. If you wanna pass on a double yellow, go for it. Just be prepared for your insurance rates to increase 5x.

You’re allowed to pass on a double yellow as long as there’s no oncoming traffic. If there is you’ll be slapped with failure to share a roadway and reckless driving and of course worse if you actually injure/kill someone. In northern Ontario our foreign drivers are notorious for doing this around corners.
