1 it was 26 degrees out there and we had been in the elements for 6 hours. 2 it isn't appropriate to shuck and jive in the inaugural parade-- especially since Howard hadn't participated since FDR! If you want a typical Howard performance there are plenty of clips on CZcams. Smh
