I think this bit is inspired by a George Carlin quote that goes something like, “The rich keep all the money, the middle class does all the work, and the poor are only there to make sure the middle class keeps working.” In this scene, the government is shown putting homeless people on the streets to scare the working class into continuing their daily monotonous duties. So deep 😢.

This show was so randomly brilliant

Where I live, the mafia sets up the beggars. Each of them has to fulfill a daily quota, let's say $50/day. At the end of the "workday", a limo drives by the place where they "work", the beggar gets in, the goons inside collect his earnings, they let him away with $1-2 so he or she doesn't starve, and the next day is the same. These beggars are bought like trading cards or game pieces - a mother with a (constantly drugged) child costs the don about $6000, a cripple $4000, a cancer patient - $8000, and they all have to make up for the money in about half an year. Not fulfilling the quota means severe punishment, mutilation, getting disappeared... or being sold to a don in another country. The police is in cahoots with the mafia and they arrest freelancing beggars without a capo.
