I am not so sure that this is completely true. First, small cities almost always have insurance that they buy (paid for by the taxpayers) and when the city is sued, it is actually the insurance companies that make the decision to either settle or to pay. Based on the amount of the settlement, there has to be something that we don't know that the insurance company thought would look very bad in a trial. Being an insurance company, they know the range of settlements that would typically be awarded in a jury trial, but they know that it could take years to get the case through trial, so they offer less than what they thing the settlement might be. The victim gets a speedier outcome and the victim and the officers don't have to reveal the sordid details. My guess is that it started as consensual, but then escalated into something less so, and my guess is that it was forced multiple partner sex (gangbang) in which she was not a fully willing participant. That is just a guess at the kind of thing that I think may have occurred, but clearly, the insurance company saw a red fag and explained it to the city (who could direct then to take the case to trial, but they would be shopping for a new insurance company because the current one would drop them at renewal time.) Once the city recognized the risk, I am sure that they signed the agreement to settle.
