I dont understand much power levels but as far as I know Batman characters i think Penguin is weaker than joker, batman 1989 weaker than joker elite thugs, Bruce Wayne in batman begins without treining weaker than catwoman,robin, batgirl,poison ivy,league of shadow ninja maybe even than joker in dark knight or close to him, ra's al ghul is close to bane in dark knight rises power level, batman in dark knight rises post treining is also close to bane but yes i think he wins becouse of hiting bane mask but still were close litle weaker or stronger, if bane is 28 batman mast have been to 27 - 29. alwayes this is my opinion.
