You said that everything will fall together in After Effects, but as I can see the scene looked fine, so what exactly did you use After Effects for? What value does it provide that you cannot apply in Photoshop?

Personally i would just use toon lining aand cell shading on the 3D render but this is also good

Maybe if you added a bit of in betweens the movements wouldn't be as stiff Remember that smears are supposed to be used to make movements smoother so only use 1 or two

As a beginner, I would like to know why create a decor in digital painting and then make a 3D projection on Cinema 4D, instead of doing a 3D blocking directly and drawing over it, or simply leaving the 3D blocking in the background? Secondly, if you were to start over at the beginning of your career, how would you organize your learning of drawing and 3D? Mostly observational drawing or 3D? Thank you very much. As a beginner, I don't know if these questions are relevant, but it piques my curiosity.
