How do Local Governments Budgets work?
In this video we explain how local government budgets are created and what mechanisms exist to ensure accountability in local government budgeting. Just as the national Minister of Finance delivers a national budget every year in his budget speech, every local municipality must prepare and publish its own annual budget.
Section 215 of the Constitution requires that these budgets must adhere to national legislation. Municipal budgets are accordingly regulated by the Local Government: Municipal Finance Management Act of 2003 (the MFMA) along with the Municipal Budget and Reporting Regulations made under it.
The budget must set out the estimated revenue and expenditure of the municipality. That is, the budget must show what the income and the expenses of the municipality will be over the coming financial year commencing on 1 July.
Additionally, the budget must set out projected income and expenditure figures for the next two years. All municipal budgets thus involve a three-year planning period.
The budget is divided into two main parts: the operating budget and the capital budget. The operating budget reflects the cost of the day-to-day running of the municipality, while the capital budget reflects expenditure on capital projects such as services infrastructure for water, sanitation, waste disposal sites and roads.
While the operating budget lapses at the end of the financial year, the capital budget may extend over a three-year period.

    “Hate speech” ABSOLUTELY IS protected by the constitution. “Hate speech” is a narrative, not an actual thing. Slander, libel, defamation, and overt threats are objective grievances; “challenging the dignity of others” is not.

    As a young white South African I can confirm that only the use of the "K-word" (Likened to the N-word in the US) is considered to be "Hate Speech" and will be heavily scrutinised and excessively punished. However, any death threats or verbal attacks or songs about killing whites are not hate speech and is very well protected under free speech law and arrogant claims of cultural entitlement. Also, note that any retaliation by the minority whites will be seen as blatant racism and is again heavily scrutinised and excessively punished by the law.

    The problem is that there is no way to mesure hate speech, dispite the video saying that these laws need to be narrow. Someone who takes offence can state that the your argument has no ground and that you are mearly seeking to hate and sue you. An example of this is abortion. Being anti abortion means you are looking out for the rights of the child, however this could also be interperated as disregarding the rights of the women (gender hate crime). The reciever of these arguments choose to only hear the bad parts and concider the remarks as blind hate with no baking, which is enough ground to take you to court

    Actions such as: - fraud - obscenity - defamation - child porn - threats of violence - inciting violence - copyright infringement - shouting "fire!" in a crowded theatre - revealing classified information, or - doxxing someone ...should NOT be protected as free speech - because *they're not opinions, arguments, or points of view. They aren't ideas.* But, *ALL IDEAS **_MUST_** be protected as free speech.* The philosophical reason simply being this: *_we don't know everything_.* Years ago we used to think that bloodletting was a good idea. The German people thought that Nazism was a good idea. They would arrest and behead people who peacefully disagreed and expressed that. They described those views as dangerous. We cannot and should not tell people what to think, only be willing to share what we know and engage in healthy debate with critical thinking. To do otherwise is to condemn ourselves to the dark ages. To a life akin to living under a dictatorship. Where we do not think, only conform.
