Deleted my first comment. Finished the video and realized a different issue entirely was being shown. When the throttle handle is rotated but the mag plate doesn't keep up with it... Check the throttle pinion gear at the back end of the tiller handle. It's shaft seats into a bracket, and there's a nylon bushing in that seat. If the bushing is missing, worn, or broken; one or both of 2 things will happen: The gear teeth easily slip out of sync. And/or the pinion will tilt, reducing the amount of movement which would otherwise be transmitted to the vertical throttle shaft. Another common problem: The vertical throttle shaft seats into the top of the pinion gear and is rotationally locked by a plastic pin. The pin runs through the throttle shaft, and its ends are flattened and extend into keyway notches in the pinion gear's shaft. Those pins can break easily; so that if the shaft turns at all, it's only due to friction from contact with the pinion gear. Often, the pin is missing entirely. That easily happens when someone accidentally or purposefully slides the vertical shaft upward and out of the pinion gear. Not knowing the pin can fall out or be bumped out, they won't notice it missing when sliding the shaft back down. This one is not so common, but I've seen it on many occasions nonetheless: the top of the vertical shaft is secured to the powerhead with a pair of straps and 2 small screws. One strap is brass, and it is on the back against the powerhead. The other strap is steel and it straddles the shaft on the opposite side. The screws pull the 2 straps together and to the powerhead. The vertical shaft is notched so to fit between the straps and be additionally secured from vertical movement. If the shaft is not strapped to the powerhead, then it will be pushed around side-to-side as the throttle control is rotated. That movement will greatly reduce the motion transferred to the mag plate via the connecting linkage. The above issues usually occur in pairs. Unrelated note: The throttle plate is synchronized to wrong marks. The marks on the flywheel are for ignition timing. Instead, the throttle should be synchronized to the 2 marks on the throttle cam.
