What problems would they face if Ladakh is not included in 6th schedule? Article 370 took decades to abrogate. The government cannot risk a similar situation in Ladakh so soon because of the state's proximity to China. It is the current government which granted them a UT status as per the local demands of a separate identity (earlier they were part of Kashmir). Trust the process. The Home Minister has promised to grant full statehood to both J&K and Ladakh at an appropriate stage.
