How about the idea of taking underwater speakers into this sea aera and trying out different spooky, shrill sounds and so on. I know that dolphins are sensitive to noise. And it´s probably similar with orcas.

These orca attacks seem to be geographically occurring within the same area between southern Spain to the British isles. There are many theories as to why. My guess is the whales are either warning of something evil under the waters or the orcas in that region suffered multiple trauma by humans within this region and they have become aggressive
