Because this beam does not have axial compression/tension force in the y direction. You would have x and y stresses in the cases of combined loading, like columns under bending moments.

As far as I know, there is no traditional degree or school for document control and project administration. Some schools may offer certificate programs for specific aspects of construction (project management, drafting, building information modeling). There may be some schools that offer what you are looking for. I also recommend that you consider the training offered by PM tech companies, like Procore www.procore.com/training-center
Why we start from zero date
It depends on your own preference and way of referring to specific time events, you can use 0 or 1 as a start time of your project. For me and most academic references, the time numbers used in CPM calculations refer to the end of the day. So activity starting on day 5 and ending on day 9 means that the work start end of day 5 (start of day 6) and finish by the end of day 9 (total of 4 days duration). This may confuse people when saying the project starts at day 0 (end of day 0), but you can understand it as starting at beginning of day 1.
