    The Central Bank is issuing Fiat Currency on its liability side of the ledger (the right) and holding collateral securities as reserves on the asset side of the ledger (the left). Below the Central Bank is the Federal Reserve Banks, which are holding Fiat Currency on the left side of the ledger, as an asset and collecting book-entry deposits on the right side of the ledger, as its liability. Further down the member banks are holding book-entry deposits of employee accounts receivables, as their assets on the left side of the ledger, and issuing bank credit to individual U.S. Person trustees, as their liability on the right side of the ledger.

      this is the balanced homodyne part, you have two detectors and take the difference between the two photocurrents which ends up giving you the quadrature expectation value directly. If you didnt do balanced detection, and just had homodyne detection, i.e., simple interference with one detector, you will still have the quadrature measurement, which is just proportional to the interference term, but you will get on top of that the measured intensity of the non interfering terms (the intensity of the signal and the local oscillator) and you will have to figure a way to measure them separately and subtract them.
