Barbados has the population of a small US city. Imagine every small US city having its own currency, central bank, international airport, plus being a vacation paradise. What tiny Barbados is doing is incredibly impressive! Your beer is good too!

The Governor made an important point about using a credit-card account strictly for liquidity, avoiding interest-bearing balances. However, in Barbados, all foreign-currency transactions (e.g., his son's tuition-fees?) incur a 2% tax and that outweighs the value of any airline points or reward points offered on the account. E.g., one local bank offers only 0.75% cash-back....less than half of what that tax alone would cost!
@ 33.55 minutes. That is what the sou-sou was for, and also the small community credit unions. There's no need to reinvent the wheel. Encourage persons to make use of the mechanisms already in place.
There is much more to saving than just putting money/cash aside, as with a zero-return meeting turn or sou-sou. Also, many small/tiny credit-unions do not have the full range of financial services, and/or the technology to make saving easy, convenient, and effective. It is important to save in ways that produce actual returns while minimising taxes, fees, expenses, risks and costs. E.g., C.O.B. credit union and Barbados Public Workers Credit Union have over half a billion dollars of assets each, plus online accounts, financial technologies, a wide range of services, and an R.R.S.P. that provided tax-benefits up to recent years when the Government of Barbados allowed such deductions, but, even now, the C.O.B.C.U.'s R.R.S.P. still provides its Members up to 5.50% per annum with no commissions, no fees, and no expenses. Savings plus time-compounded returns far outstrips simply saving (with no returns) e.g., under the mattress; in the back yard; in a safe; in a meeting turn; a no-yield bank-account; etc.

The question of savings, around minute 45:00, is a reflection of how much more needs to be done with public education about personal finance and investments. Instead of wasting time and money on a savings-account earning next to zero, or even negative (after fees etc.), persons should be saving primarily with excellent opportunities in strong credit-unions that BOTH [a] pay more on savings, and [b] charge little or no fees for having accounts. Government securities, high-quality corporate bonds and shares, mutual funds, and paying off debts are all ways of getting a much, much better return than anything that a bank is paying (if anything) on savings.

Just like from Canada 🇨🇦 and New Zealand 🇳🇿 Mexican Banknotes have security features they are easy to spend Canadian Banknotes need to be checked And What about in Barbados 🇧🇧

No. If you are purchasing cash, you'll need to apply, however.
