Sola Scriptura also means that we believe what Scripture teaches even if the exact wording isn’t stated. The church didn’t invent those teachings, they are taught by God in His Holy Word. The doctrines that are articulated help us understand the teaching of Scripture but they are always subordinate to Scripture.

The Catholic teaching on NFP is "no reason however grave" because procreation is the primary end. "Significance" and "meaning" are not legal terms, which is why HV 16 is not Catholic.
