Look at the score, look at the quarter. He was not doing this to troll the Jets. He hated this particular rule, the NFL wouldn't change it, and showed how it could be abused in a situation where it mattered zero percent to the outcome of the game. He specifically did this in a situation where it DID NOT affect the outcome so no one could accuse him of abusing the rulebook. He demonstrated how lopsided it is in favor of the team still retaining possession of the football that they can burn clock without compromising their position on the field. Notice how each penalty is being declined, so they're not even losing yards, but the clock is ticking down. This position outrageously favors the team that's ahead. It's completely unsportsmanlike. If Bill did this during the Super Bowl, which is where he would have pulled this trick off if he didn't care one bit about the game of football, everyone here would be losing their minds about how unfair it is. He was deliberately showing off how the rule can be abused and needed to be changed. Bill is like a white hat hacker. He goes through the NFL rulebook looking for stupidities and vulnerabilities, to point them out, get them fixed, and if they don't get fixed, makes sure everyone knows they exist so everyone uses the exact same exploits so everyone has equal footing. Then, things usually get fixed because it becomes quite apparent how dumb it is.

If an offense is trying to run off time while leading in the 4th quarter (any quarter) and they get a delay of game penalty (or any offensive penalty), it SHOULD STOP THE GAME CLOCK for the next play. That's all Coach Belichick was trying to get changed. I believe had the Jets accepted the initial penalty, the clock would've stopped. I could be wrong on that, though... ?
