An agency offered going to another country of my choice from their list of countries where they have one of their U.S employers located like Canada, UK etc to work on a short contract through the retrogression and get experience, Once your priority date goes current and a green card has been received you would be given a green card and continue to work on a shorter contract with the same employer at one of their U.S. locations. This makes sense. Question: Do any of these agencies adjust candidates to EB4 from B1/B2 visa who already live and work as a nurse in the US through the sponsorship program?

I see no bad news here, if your following up with uscis monthly and per term reports you will get an indept perspective surrounding their discussions/intentions with regards to the used visa numbers and retrogression. Also based on my own observations backed by uscis data, I am predicting that the dates will move forward by a few months when the fiscal year starts for 2025 in the October bulletin . Also the good news is that for August Bulletin there was no further retrogression in the EB3 category .

It depends on the embassy, some embassies haven't treated 2021. Another fiscal year starts in October so no panic.
