If you go back to the quests you can get the ghoul then you can get maximus and loads of others.

Make sure you have an updated version of the game or maybe uninstall and reinstall. For me it popped up straight after doing the first tutorial quest.

I also had this problem a few days ago! The quest appeared in my list when I updated the fallout shelter app, hope it helps!

As long as you have an updated version, the oversears office and have done the first quest it should show up
