Surely rather then relying on the lake's water, you would look to the the much larger body of water the other side of the lochs. It would need planning and plenty of bio filters and barriers. But you could look to pump water from the sea into the second and third locks. You'd just have to make sure to drain/flush the first lock from the lake before the next cycle to stop salt water mixing with lake. Would take a long time to pump water in compared to flowing in from upper locks. But compared to waiting for rain in a dry area, then it's not that long

And all this headache just to skip 700km on water which is a negligible cost for container ships.
