The Highway Traffic Act sets out that vehicles need to be licensed, and their operators need to have a valid license in order to drive on highways, roads, etc. This benefits the public on the whole. Private property that you are referring to needs to be licensed while operating on publicly funded roads. You are getting confused with private property like a car on private property, land.
