For parallels, A2 tool steel is a good choice. No need to carburize. Heat to 1850F and let soak for about 20 minutes, then let them air cool. Once they get down below about 100F, temper them at 300F for same length of time. Then let air cool again. Hardness should be around 62 Rc. Then grind to size. Makes good parallels.
What steel are you using? Carburizing steels are generally low carbon so they don't get hard except on the surface. The middle stays tough. Steels like 8620, 9310, 4320, etc. But generally, the steel is heated while it's surrounded by the carbon source for hours. Reason I'm asking is because I've seen people carburize medium and high carbon steels and not realize the steel is going to get hard all the way through. (Also, make sure you temper or "draw back" those parts at at least 300F and let air cool or the surface will be too brittle.)
