I believe it doesn’t provide a reduced fee but it allows you to set up your account, reach out to other members and finalize your first exchange before you pay the membership fee (essentially letting you try it out before you commit). That’s the truth! We filed a claim last year when United lost our luggage and it took a ton of emails, forms and time before we had a reply!
